Arbor press
From PyroGuide
An arbor press is a mechanical advantage press. A machine-cut rack and pinion made from high strength steel is built in a frame. The operator uses his own strength to turn the gear of the press, the press compounds the operators strength.
The press is designed to apply force, not impulse, to achieve press fits. They are available in sizes from 1/4 ton to many many tons of leverage. Many pyrotechnicians use an arbor press for pressing stars, rockets, fountains or any other small devices.
They are a cheaper and a faster to use than a hydraulic press, however the arbor press might have to be modified, since they are normally not capable of fitting rocket tooling, star pumps etc.

A quick look in amazon.com or ebay.com will turn one or more up quickly, craigslist.org is also a great resource for used presses.
